CCRPC panel approves comment letter on Bolton 500 kW solar project and authorizes FY21 salary spending after executive session

The Chittenden County Regional Planning Commission Executive Committee on June 3 approved a comment letter on a proposed 500-kilowatt solar array in Bolton and, following an executive session on personnel matters, unanimously authorized the executive director to use up to 98.8% of the FY21 salary budget.
Regina Mahony, CCRPC planning manager, told the committee the commission received a 45-day Act 250 and Section 248 notice for ER Bolton Valley Solar, LLC’s proposal for a solar array at 1320 Roosevelt Highway. Mahony said the CCRPC has identified two potential state constraints — Flood Hazard Area and Agricultural Soils — and a local possible constraint, Flood Hazard Area II. She also said the applicant noted a Class II wetland on site and asked the applicant to “confirm the proposed facility will be located outside of the Class II wetland buffer.” Mahony recommended adding the line, “Bolton has not taken any action at this time,” to the CCRPC comment letter.
John Zicconi moved to approve the letter with the requested edits; Chris Shaw seconded and the motion carried unanimously.
Later in the meeting the committee entered executive session to discuss personnel. After exiting, Barbara Elliott moved and the committee unanimously approved a measure to recognize employee achievement and to authorize Executive Director Charlie Baker to spend up to 98.8% of the FY21 salary budget as determined by the executive director for staff and as determined by the executive committee for the executive director. The motion carried without recorded opposition.
The approved CCRPC comment letter asks the applicant to coordinate with state agencies and the town of Bolton to minimize impacts to identified constraints and to confirm siting outside the wetland buffer. The committee recorded no edits were needed to the minutes from its May 3 meeting, and several routine motions at the meeting were carried unanimously.
