Roswell committee approves conversion of Garrison Hills water system to city ownership with $18,942 budget amendment

City staff presented Jan. 13 a request to accept the Garrison Hills subdivision water system into Roswell ownership under the city’s conversion policy. Mr. Watson said the policy is rarely used and the HOA initiated the request; the subdivision has 22 homes located off Marietta Highway.
Watson said the city already serves the master meter for the subdivision and staff’s site evaluation found conversion would be relatively straightforward because the developer provided utility easements at construction. He said homeowners must each purchase a meter from the water utility ($2,000 per meter) and that the city’s budget amendment of $18,942 would cover vault rehabilitation, bacteria testing and casing piping necessary to bring the system up to city standards. “This is basically a break-even; the city is not making money on this,” Watson said.
Council members asked why the city (rather than Fulton County) would take over systems; staff described service-delivery areas and said Roswell generally serves systems inside its footprint. Watson said other subdivisions (Stone Grove, Weatherford Place, Norcross Village) have inquired in the past. The committee voted unanimously to advance the conversion and the budget amendment to mayor and council for formal action and to return to the city with an executed agreement and a likely March–April construction window.
