Roswell committee approves $210,000 contract for water plant standby generator

City staff told the committee Jan. 13 that Roswell’s water treatment plant lacks a permanent standby generator, a recurring minor deficiency noted in state EPD sanitary surveys, and that the city received a federal award to help fund a generator. Mr. Watson presented the request to award a construction contract to Ready Power LLC for the site work to install the generator at a cost not to exceed $210,000, with an additional $21,000 set aside for unforeseen construction contingencies.
Watson said the plant was designed in 2015 and that cost constraints left out a standby generator. “The water treatment plant services about 20% of the city of Roswell. The other 80% is provided by Fulton County,” he said, adding that a 2020 outage cost the utility about $12,000 in purchased water and more than $4,000 in equipment replacement—costs the generator would have mitigated.
Council member Christopher Zack asked about the generator’s expected service life; Watson estimated roughly 20 years. Council members also asked why only one contractor bid the project; procurement staff said the combination of a large (1,000-kilowatt) generator, long lead times and federal project reporting requirements likely limited vendor responses. After discussion, the committee voted unanimously to approve the construction contract and forward the award to the mayor and council for formal authorization.
The contract award is the final construction procurement step for a project with federal, state and local components; staff said installation is imminent once scheduling and site work are complete.
