Council advances flood-hazard code changes amid concern over federal funding eligibility

The Honolulu City Council advanced Bill 34 CD1, a measure revising development standards for flood-hazard areas, moving the ordinance closer to final approval in order to preserve federal funding eligibility.
Council member Kia Aina explained the amendment relates to flood-hazard areas and emphasized the urgency of completing work before federal deadlines. “The expeditiousness of this bill prior to June 10 is critically important because it will ensure that the city remains eligible for federal disaster assistance,” Kia Aina said.
Public testifier Tim Gary said residents need to buy flood insurance and questioned whether repeated rebuilding in flood-prone areas is wise. Council members noted FEMA’s ongoing role in assisting communities affected by recent storms and said more localized outreach and planning would follow committee review.
The council recorded a unanimous floor vote to pass Bill 34 CD1 to its next stage and indicated it will return to committee for final tweaks and FEMA review.
What’s next: DPP and FEMA consultations are expected as the bill returns to committee for final adjustments before third reading.
