City staff said negotiations produced a one-year agreement—rather than a multi-year pact—because of differing projections about future cost-of-living trends. The council voted to approve the contract and to make it retroactive to Jan. 1.
Council discussion confirmed the personal-holiday provision applies to full-time employees only. Staff described the contract as aligning LES wages with market study recommendations and the COLA awarded to other employee groups.
The motion passed on a voice vote. Staff will proceed with implementing the retroactive adjustments and updating payroll.
