Commission pushes for tighter oversight on Jackson Townhomes; Rio Bravo nearing opening

Commissioners used a portion of the meeting to press staff and developers for closer oversight of the Jackson Townhomes project after a string of construction issues in earlier phases.

Commissioner Wessel and others asked when final exterior elevations and material details would be provided so commissioners could be confident the built product matches what was approved. Staff explained they have directed the developer on specific exterior finish expectations and that revised submittals incorporating staff and planning commission comments will be reviewed. Staff said they conduct follow‑up site inspections during framing and other milestones and will require corrective action or return to the commission if the developer cannot meet approved standards.

Commissioner Slattery recalled past problems—roof slopes, incorrectly installed stairs and doors—and urged more frequent check‑ins: “I would like to encourage our planning department to do much more frequent check‑ins when they start working on amenities.” Staff said they would seek to group buffering and amenities with home construction and to post surety when amenities remain incomplete at occupancy to ensure completion.

Separately, Director Free said Rio Bravo (a new retail strip center) is nearing completion but staff did not have a specific opening date and tenant mix remains partially unresolved.

Next steps: staff will continue frequent site inspections, manage surety requirements and share final approved exterior elevations and landscaping plans with commissioners as the projects proceed.
