Public-access channel presents draft AI policy; board asks for formal resolution next month

John Pouser of TV3 presented a draft AI policy to the Board of Public Works and Safety on March 16 that aims to protect the integrity of official meeting coverage while allowing limited AI uses for promotional material and indexing.
"TV3's primary mission is to ensure transparent public access to governmental proceedings," Pouser told the board, adding that ‘‘AI shall not alter, enhance, edit, summarize, or modify official meeting footage in a manner that changes any meaning, context, or record integrity.’’ He said permitted uses would include graphics, promotional audio and captioning assistance, and indexing for archives but that AI must not fabricate or simulate officials' statements.
The draft cites the Indiana Open Door Law and the Indiana Access to Public Records Act as the legal framework that requires public meetings and records remain open and accessible. Pouser said the policy calls for an annual review so the board can update rules as law and technology evolve.
Board members voiced support for establishing guardrails. One member said getting ahead of AI is important because "you can't trust what you see anymore online," echoing broader concerns about deepfakes and misinformation.
The board did not adopt the policy at the March 16 meeting. Members requested that Pouser prepare the draft as a formal resolution with a resolution number so the board can consider and vote on it at the next regular meeting.
Next step: TV3 will bring a resolution-format version of the AI policy to the board next month for formal consideration.
