Council hears plan to educate residents on e-bikes and micromobility

Clara Beck told the Committee of the Whole staff and Police Lieutenant West plan outreach at the YMCA's Healthy Kids Day on April 17 and at a May 13 law-enforcement event for elementary students, and they will distribute educational materials and helmets. Beck said Minnesota law already prohibits riders under age 15 and requires e-bikes to follow normal traffic laws.
Council members asked staff to include low-profile powered skateboards and scooters in outreach because residents reported hazardous riding behavior in alleys. Police leaders said patrol officers will respond to complaints and pursue education and parent contact rather than ticketing as a first step. The council asked staff to explore whether a volunteer bike-patrol or community partner could expand outreach capacity.
No ordinance changes were proposed; staff recommended monitoring and education while agencies evaluate whether regulatory updates are necessary.
