Portsmouth school officials told the City Council on Feb. 5 that planning is underway for upgrades to the district’s Career and Technical Education (CTE) facilities and that the district is targeting a state funding window around FY30 for major funding.
Ken Lynch explained the district will issue a request for qualifications (RFQ) to identify architects and designers to scope CTE upgrades and tie mechanical-system work into a broader high-school renovation plan. Staff said the earliest realistic state funding opportunity may be FY30 but acknowledged it could slip to FY31 or FY32 depending on the state cycle and which projects are prioritized statewide.
Officials said they will begin pre-development work to be ready for the funding window, but they noted that the project’s final scope would depend on whether state funds arrive. If state funding is not available, the school department said its options would include significantly scaling back the project or seeking local funding—though officials warned local taxpayers would face a much larger burden if the state aid did not materialize.
Councilors asked whether the district has a concrete Plan B; staff said contingency options are limited without community agreement to take on local costs or reduce project scope. Staff committed to return to the councilboard with updated timing and design-cost elements as the RFQ process proceeds.
