A proposal to rezone 1397 Tower Road South to B2 for a QuickTrip convenience store drew sustained public comment on April 1 as neighbors raised concerns about truck parking, night noise and traffic.
Clara Beck, city staff, told the Committee of the Whole that the Planning Commission recommended B2 and that QuickTrip has adjusted its site plan after earlier review. Resident Eric Obergud spoke for neighbors and said they did not oppose a gas station per se but were “against trucks in our neighborhood.” Obergud and other residents provided data on QuickTrip locations statewide and said many nearby QuickTrip sites do not include truck parking.
Council members discussed trade-offs between neighborhood impacts and economic development. Council Member Mortenson and others said the company had already reduced planned truck parking in negotiations and that some concessions had been made. Opponents urged the council to adopt a truck-stop ordinance and to consider limiting truck parking at this location. “We want this to be a gas station, not a truck stop,” a resident said.
After public comment and debate, a council member moved — and the committee seconded — to advance the rezoning to the full council meeting on Monday evening for final consideration, giving staff and council members more time to review conditions and ordinance options.
No final rezoning decision was made in the Committee of the Whole; the full council will consider the matter at its next regular meeting.
