One option discussed was using an existing downtown "pit" that has been in receivership, but appraisals and asking prices previously reported by staff were higher than state appraisals (at the time an asking price near $2 million was noted). Members proposed, as an interim measure, pulling $750,000 in cash back into the general tracking spreadsheet while leaving bonded allocations in place to preserve future purchase authority if a viable site emerges.
Staff emphasized that design work depends on an identified site; without a site, design spending is constrained. The committee asked staff to continue working with BGS and local officials and to draft possible language and spreadsheet adjustments reflecting modest, reversible reallocations.
What happens next: committee staff will follow up with BGS to reconcile FY22–FY27 appropriations and prepare language for the committee to consider in a subsequent markup session.
