Oxford reports $22.7 million estimate for water-treatment softening project; bids to open May 1

Oxford — City Manager Elliot told council the water treatment plant water-softening improvement project was advertised on April 6, with bids opening on May 1 and a work session scheduled before the May 5 council meeting to review bids.
Elliot reported an updated construction cost estimate of $22.7 million and said the city plans to finance the project through the Ohio Water Development Authority (OWDA). "We expect that a portion of the loan will be forgiven, hopefully $4 million, and a portion will be at 0% interest, hopefully $10 million," Elliot said. He added Strand Associates is the project's consultant and that staff will return to council in June with a resolution to authorize a contract with the lowest and best bidder.
The city manager framed the announcement as the culmination of a year-long approval and review process: bids were delayed while staff awaited responses to prior comments and now the project is ready to move forward. Council will receive bid opening results and a staff recommendation at the scheduled work session and the June council meeting.
Next steps: bid opening May 1, staff review and work session before the May 5 meeting, and a June resolution to authorize contract award to the lowest and best bidder.
