Board directs staff to issue RFQ for district legal services after wide discussion

Board members on Sept. 25 directed staff to initiate an RFQ for legal services following a presentation on the district’s current use of outside counsel and a broad discussion about costs, subject‑matter expertise and institutional knowledge.
District staff explained they have relied on several outside firms for specialized matters (labor, special education, facilities), and that the district has not run an RFQ/RFP for general legal services in at least eight years. Board members voiced different views: some raised concerns about perceived bias in past legal memos, others cautioned about transition costs and the value of institutional memory at larger firms.
Several trustees — including Julie Hamill and another board member — supported an RFQ to solicit updated pricing, staffing plans and specific provisions such as whether a firm would provide a lawyer at board meetings and sample billing guidelines. Staff estimated the advertisement cost at about $1,500 and said the procurement unit would run interviews with shortlisted firms if the board desires.
The board reached consensus to move forward with an RFQ tailored to ask about on‑site representation, billing guidelines and assigned personnel. Staff will draft RFQ materials and return with a recommended timeline.
