Chief Springer presented Lake Dallas ISD Police Department's annual racial-profiling report at the March 23 meeting and said the department filed for an exemption under state reporting rules.
"Each year, racial profiling reports have to be filed with the state of Texas," Chief Springer told the board, and Lake Dallas ISD PD "filed an exemption status in accordance with state law" because routine traffic enforcement is not part of regular duties. He cited the district's bias-based policing policy (section 401 of the policy manual) that prohibits racial profiling.
A board member asked whether filing the exemption means officers cannot make traffic stops. Chief Springer replied, "Correct. You still can. We can. It's just not part of the regular duties," clarifying that exemption status does not prohibit officers from conducting traffic enforcement when necessary. He added the district expects to file a different report next year because the department made some traffic stops in 2026.
Board members asked no further questions and thanked the chief for a concise presentation.
