Committee restores $30,450 for furniture procurement after public questions about budget transparency
Summary
The committee voted to reinstate $30,450 for HKT’s FF&E (furniture, fixtures and equipment) services after residents questioned why the scope had been removed earlier; project staff said the funds were included in the town‑approved appropriation and had been temporarily deferred to hire a geothermal consultant prior to town meeting.

The Northborough Fire Station Building Committee voted March 25 to restore $30,450 in FF&E services with HKT, reversing a prior amendment that had temporarily removed that work from the architect’s contract.
Background: staff explained that during the design phase the team had temporarily removed some design services (including FF&E procurement and bid-phase services) from the architect’s contract to free up funds for an urgent geothermal consultant that needed to be hired before town meeting. Project staff said those costs were accounted for in the town‑approved project appropriation and the current action simply restores the FF&E scope to HKT’s contract as an amendment.
Public concerns: several residents and at least one committee member pressed for greater transparency, asking whether the $30,450 was newly added or had been included in the town vote. Resident Jonathan Ray said, “I’m uncomfortable with that price, not understanding the amount of hours,” and asked for a breakdown of hours and rates. Project staff responded that the money had been budgeted within the $41 million approved appropriation, that FF&E had been temporarily deferred and that HKT’s FF&E work is often delivered as a specialized service (sometimes by a separate consultant). Neil (project/finance representative) offered to provide the pricing difference to the committee before April 6: “I can certainly get the price difference before the 6th if that's helpful.”
Decision: after discussion, the committee moved, seconded and approved reinstating the $30,450 for FF&E (HKT). The action was recorded as approved by voice vote; the transcript does not include a roll-call tally.
What to watch: residents asked whether other cost items had been similarly deferred before town meeting; staff stated that these two specific items (FF&E and bid-phase services) had been temporarily removed and that the overall voted appropriation remains unchanged. The project team committed to provide more detailed breakdowns of FF&E scope and hourly estimates on request.
