The Seymour Board of Selectmen voted to order an appraisal for 36 Emma Street — a town-owned lot taken through foreclosure and described by staff as a buildable parcel. Attorney Vula advised that the town should obtain an appraisal to establish fair market value, then follow the statutory process including any 8-24 referrals to planning and zoning and a public hearing with a posted sign.
Attorney Vula told the board: “We can get an appraisal done so we have some idea what the fair market value of the property is… the process, it's foreclosed property the town took back. We would still do an 8-24 and we would do a public hearing and put a sign on it.”
Board members asked about parcel size (estimates discussed ranged from a quarter to a half acre) and whether to begin the 8-24 referral immediately or wait for an appraisal. The board approved ordering an appraisal and directed staff to proceed with statutory steps once the appraisal is complete.
In related economic updates, board members reported the recent sale of an old gas station that returned $190,000 in back taxes to the town; the speaker said $8,000 went to WPCA (fees) and $18,000 to legal fees. The buyer is expected to perform remediation and redevelop the site.
