District outlines summer upgrades and multi‑year construction plan, including Inglewood High rebuild

District facilities and business services staff on Aug. 20 outlined extensive summer work and a multi‑year capital plan that will touch every school site.
Raphael Guzman, who presented the facilities update, listed work completed this summer: 22 classrooms modernized at one elementary campus and 21 at Inglewood High, new furniture and synthetic turf, parking and hard‑court repairs, and a pilot district CCTV system with remote access. He credited contractors and community partners for site upgrades and said much of the work required rapid coordination with the Division of the State Architect (DSA).
Jordan Miles, director of construction, reviewed four major upcoming projects: a child development center (CDC) reconstruction with modular permanent classrooms (construction mobilization expected next week and completion targeted by summer 2026), a Bennett Q middle‑school classroom building (preconstruction next month), Oak Street preschool/TK/K construction (funded by an Office of Public School Construction grant of $5.4 million), and the large Inglewood High School reconstruction (ongoing abatement and demolition work with completion projected end of calendar year 2027).
Guzman said the district is finalizing a facilities master plan, will continue community outreach and groundbreakings as milestones are met, and intends to pursue an RFP for districtwide security cameras and a solar assessment. Board members asked about shading/green space, HVAC filter supply and maintenance, and the possibility of project labor agreements; staff noted grants and DSA constraints on retrofits and said green infrastructure is prioritized on new construction.
Board members and community commenters also raised local hire and apprenticeship requests tied to the construction program. Union representatives asked the board to extend or require a project labor agreement to secure local jobs and apprenticeship slots for district residents; staff said no PLA is currently active on the Inglewood High contract and the board agreed to discuss representation on the regional CTE/JPA governing body as a follow‑up.
