Glen Ridge council approves series of resolutions, awards contracts and adopts three ordinances

Council voted unanimously to approve Resolution 148-24 to award the mandated residential revaluation services contract to Professional Property Appraisers for $241,500 after the motion from Councilor Leitz and a second; the roll call showed councilors voting in favor.
The council also approved Resolution 147-24 authorizing budget transfers between appropriation accounts (including moving funds to cover days when police stood in for crossing guards) and Resolution 146-24 to approve claims and warrants in the ordinary course of paying bills; both motions carried on roll call.
On infrastructure financing, the council approved Resolution 149-24 authorizing the issuance of a note of up to $2.2 million to fund water-infrastructure construction in the south end of town. The resolution followed prior ordinance action and passed by roll call with all councilors voting yes.
During the public hearings the council adopted three ordinances: Ordinance 18-17 (creating a new code chapter restricting access to municipal areas that contain personally identifiable public records), Ordinance 18-18 (establishing titles and maximum 2025 salaries for nonunion employees), and Ordinance 18-19 (establishing policies and pay rates for off-duty outside employment by police officers). Each ordinance was declared to have been published and posted in accordance with statute and was adopted on final reading by roll-call vote.
Other approved items included Resolution 152-24 authorizing a contract to purchase new pool furniture to be paid from the pool utility and Resolution 51-24 awarding three film-fund grants (three awards of $2,000 each to local organizations). Councilors emphasized these were routine municipal operations and procurement matters.
What happens next: Most of the approved measures are implementable by municipal staff; the water-infrastructure financing will proceed through standard note issuance procedures and the appraisal contract will begin work under the terms approved by council.
