The council conducted a public hearing and approved on first reading Ordinance 2025-01, an amendment to a development agreement with Ganesha Group LLP that restores certain conditional uses for a property known as the tech center (formerly Grass Valley Group development). Staff explained the amendment allows underlying light-industrial conditional accessory uses — such as restaurants, event centers or other uses subject to a conditional use permit — while preserving the conditional permit process and city review.
Chris Anderson, property owner, described the amendment as restoring flexibility to fill vacancies and support a broader set of tenants while continuing to require conditional-use permitting for uses that may affect the surrounding area. Planning Commission reviewed the amendment on March 20 and recommended approval with a minor clarifying revision (explicitly stating childcare facilities are not allowed in buildings that also have cannabis uses). The action before council amounted to a first reading; staff noted the ordinance will return for second reading and adoption on April 9, 2025.
Council members characterized the amendment as a process improvement that reduces repetitive staff workload and allows entrepreneurial uses to be considered through the normal permit process. The first-reading vote passed on a 5-0 roll call.
