Irondale adopts rule sending pawn-shop proposals through planning and council review

Irondale’s City Council voted unanimously on April 7 to place pawn shops under conditional-use review, requiring any new pawn-shop business to clear planning-and-zoning and council approval before receiving a business license.
Councilman Sims, sponsor of Ordinance 2026-13, told the council the change responds to a 2023 moratorium the council never finalized. “We’re not allowing a free-for-all — we’re creating a specific zoning in places that a shop can go,” he said, adding the city cannot lawfully ban pawn shops outright under Alabama law but can regulate their location and operations.
The ordinance requires pawn shops to locate in C2 commercial districts and adds two spacing requirements: sites must be at least 500 feet from the boundary of the nearest residential district and at least 1,000 feet from another pawn-shop establishment. Sims described the measure as an additional step so neighbors can comment: a prospective operator must first go to the Planning and Zoning Commission; if P&Z recommends approval, the matter comes to the council for final action.
During the public hearing, resident David Spivey asked about the zoning of a particular parcel near Shades Valley High School and whether the ordinance would affect that property. Council members clarified the ordinance does not rezone property; it changes the review path for pawn shops in existing C2 zones so a pawn business cannot simply open in a C2 building without public review.
The council approved the ordinance on second reading and closed the public hearing. The change takes effect according to municipal code procedures and means future pawn-operator applications in Irondale will be subject to public review before a business license is issued.
