Committee holds roadside-trash and covered-load item; O'Leary urges signage and volunteer cleanups

Butte City Public Works Committee considered communication 2025-297 on April 8, 2026, a request from Commissioner Russ O'Leary about roadside trash and landfill covered-load requirements. The committee pulled the item from the suspense file to continue prior discussions about signage and community cleanups.

O'Leary said earlier conversations had focused on placing covered-load signage in critical locations near interstate entrances and announced a volunteer road cleanup for the Little Basin Creek and Beef Trail area on April 26. "Please get a hold of me," he said, inviting residents to join the cleanup. He also mentioned additional cleanups planned for other districts, including a May 2 event in District 9.

Commissioner Josh O'Neal urged stronger public messaging and enforcement, saying that drivers may ignore rules when they head to the landfill without covered loads: "If I'm going to go to the dump and I don't have my load covered and I hit the highway, I'm probably going to keep going." O'Neal also noted that the Public Works director was not present because his father had recently died; commissioners offered condolences.

Commissioner Trudy Healey suggested a positive outreach approach such as informal yard signs with messages encouraging pride and litter pickup.

After discussion, Commissioner O'Leary moved to hold communication 2025-297 until the next Public Works Committee meeting so the director could provide more information. The motion was seconded (the transcript does not name the seconder) and passed by a 4-0 vote. The committee will revisit the item when the director provides the requested information.
