A student design team from Utah State University presented a Weber River pre-disaster mitigation study to the South Weber City Council on March 24, outlining river-bank undermining risks linked to a nearby gravel pit and four engineering alternatives to reduce flood and erosion risk.
James Davis Johnson, a member of the senior design team, summarized a model run showing how groundwater and high flows can accelerate channel incision and identified three main risk pathways. The team described four potential responses: supplemental flow/diversion channels (the preferred, lower-cost option), a waterproof cutoff/wall (estimated construction cost about $2.4 million), a diversion channel that could create a temporary lake with attendant environmental and maintenance issues, and an underground cutoff curtain. The presenters stressed uncertainty in exactly how subsurface conditions would affect erosion and that the preferred flow-channel option would aim to lower the elevation and relieve pressure on the south bank.
Council members pressed the team on erosion mechanics and assumed flow paths. The presenters said water typically follows the weakest or lowest path and that precise outcomes depend on subsurface stratigraphy not yet sampled. A council member asked whether diversion features would remain effective if the river began to erode more broadly; the team said designs attempt to preserve the original channel elevation in high-runoff years to avoid progressive destabilization.
Several council members said the gravel pit that undermined the river should be held accountable. One council member said, “The gravel pit needs to stand up and take ownership of the problem they've created,” and urged bringing state authorities into the discussion because the situation risks nearby Interstate 84 and U.S. 89. Council members agreed the study provides useful detail and directed staff to refer the item to the Safety Committee for further technical review and coordination with state agencies and the gravel-pit operator.
Next steps: the council referred the Weber River mitigation study to the Safety Committee for deeper study and for staff to explore interagency options and potential responsibilities of private operators. No formal funding decision was made at the meeting.
