Manhattan Beach council appoints interim leader as permanent city manager, approves $285,000 starting salary

The Manhattan Beach City Council unanimously appointed Talen Makonian as the city—s next city manager at its Nov. 6 meeting, approving an employment agreement that lays out compensation and benefits.
Mayor Hoard read the contract terms into the public record, saying Makonian—s starting salary will be $285,000, with a 6% city contribution to deferred compensation, participation in CalPERS retirement and a city contribution to medical insurance equal to 95% of the premium cost. The agreement also includes dental, vision, life and long-term disability insurance, annual vacation accrual and a $400-per-month vehicle allowance.
Council members praised Makonian—s work while serving as acting city manager and cited her municipal experience. "After a comprehensive search ... we are confident that Talen is absolutely the right choice to lead our city forward," one council member said during remarks introducing the item.
There was no public opposition during the comment period. The motion to appoint Makonian was made and seconded; the vote passed 5-0. After the vote, Makonian said she was "deeply honored to step into the role" and pledged to "serve with integrity, transparency and collaboration."
The council recorded the appointment and the employment terms during the public meeting under Government Code requirements for oral disclosure of compensation.
Next steps: Council and staff will implement the agreed employment package and proceed with the standard onboarding and transition activities for the new city manager.
