Harbor master: Letnikov grant missed deadline; staff to pursue alternative funding and streamline impound procedures

Harbor Master Henry told the Ports and Harbors Advisory Committee on Feb. 26 that staff were unable to meet the deadline for a planned build grant connected to an American Cruise Lines opportunity. He said staff assembled a robust grant package but could not submit it in time and will rework and submit during the next funding cycle.
Henry said the packet includes a memo outlining funding options and a proposed long-term funding strategy; he flagged the DOT municipal harbor program’s typical 50/50 match requirement and asked the committee for ideas on potential match sources. Committee members recommended more letters of support and suggested hiring or contracting a professional grant writer with experience on harbor projects to improve competitive outcomes.
On vessel enforcement, Henry reported that the Nancy K. has completed the impound process, owner payment was made but the vessel remained in storage, and the borough will now treat it as abandoned property and proceed under an abandoned-property process. Henry said staff consolidated impound procedures into a standard operating packet with checklists and pre-made notices to reduce interpretation of code and speed execution.
Henry also described administrative updates: revised transient and annual mortgage (moorage) registration forms, inclusion of a debt-storage agreement in some forms, and plans to post fillable PDFs on the borough site so harbor customers can update records electronically. These form changes aim to regularize records and support enforcement and billing steps discussed earlier in the meeting.
The committee took no formal vote on grant strategy or forms but directed staff to continue pursuing funding options and noted the impound/abandonment packet will be implemented in future operations.
