Harbor master lays out six selection criteria, March schedule for waterfront concept reviews

Henry, the harbor master, presented the committee with a formal set of concept-selection criteria for the waterfront project and a draft public-engagement schedule.
He said the criteria—risk exposure (permitting, environmental, technical), level of service (multi-barge operations and uplands retention), operational continuity (maintain freight and fuel operations during construction), scalability and flexibility, financial (future maintenance and price certainty) and safety/final design (lighting, fire suppression and security)—will guide the committee and consultant evaluations. Henry said the consultant Moffett Nichols recommended a color-coded weighting system rather than strict numerical scores to reduce political sensitivity in comparisons.
Henry told the committee the first concept drawings are expected March 23 and will be posted immediately to the meeting packet; the committee will review concepts in the chambers on March 26. Committee members asked for consistent definitions and measurement units for 'uplands' and for staff to ensure each concept is described against the same acreage and usable-space assumptions.
Committee members pressed staff on permitting and litigation questions; Henry said some permits are in place and that legal counsel advised moving forward with concept work while litigation is unresolved. He also provided current uplands figures (4.4 acres defined; roughly 3.7 acres usable under current calculations) and said those numbers will be clarified in the final draft schedule and selection documentation.
The committee did not take a formal vote on concepts at the Feb. 26 meeting; members were asked to review posted materials and return for the March concept-review session.
