Staff and the applicant (Trillium Engineering) explained that the primary unresolved issues are mapping and permitting of wetlands, confirmation of water and sewer connections (Manley preferred; Rodman Road connection requires an easement), completion of a full stormwater design, and determination of how the ordinance’s open‑space requirement will be satisfied. The applicant said wetland impacts are expected to be small and that technical engineering issues (utilities, stormwater, fire‑tracking) are manageable before final submission.
Because the parcel’s lot area and wetland constraints make on‑site contiguous open space difficult to provide, staff calculated a payment‑in‑lieu amount (assessor estimate presented) and instructed the applicant to pursue review by the recreation committee; the board made fee‑in‑lieu review and final decision part of the path to final approval. The board’s preliminary approval was conditioned on required wetland permits and mapping, coordination with the city on water/sewer design and easements (gravity flow verification or pump station if required), completion of a full stormwater design and maintenance plan, sidewalk connectivity determination, fire apparatus turning radii confirmation, and final plan recording at the registry of deeds before permitting.
Board members said the technical issues are solvable but urged the applicant to bring the recreation committee a fee‑in‑lieu proposal if they cannot provide contiguous open space on the parcel.
