Bell Gardens council authorizes bidding for Ford Park playground and restroom project

The Bell Gardens City Council on Nov. 10 authorized staff to solicit bids for a multi‑element improvement to Ford Park that will replace playground equipment, demolish the existing restroom and the city’s "sunshine" building, and install a prefabricated restroom, rubberized surfacing, a drinking fountain, seating and landscaping.

Public Works Director Bernie Enigas presented the design and funding package to the council, describing the project scope and schedule. He said the city received competitive Measure A funds and other grants, and that the combined project budget is roughly $2.0 million with approximately $84,363 expended to date for demolition and hazardous‑materials testing; staff reported a remaining construction balance in the neighborhood of $1.9 million.

Enigas outlined a procurement timeline that would publish bid documents Nov. 13, hold a mandatory pre‑bid meeting Dec. 4, set a request‑for‑information deadline of Dec. 10, open bids Dec. 17 and anticipate award on Jan. 12, 2026. He explained that the prefabricated restroom has an 8–11 month lead time and that staff will work with the contractor to schedule playground procurement to maximize earlier public access if feasible.

Councilmembers praised the project and staff for ongoing park investments. A motion to approve the plans and authorize staff to publish and solicit bids passed by roll call, 5‑0.

The council did not amend project funding at the meeting; staff said they will return with the bid results, recommended award and a construction schedule once procurement is complete.
