Planning Board finds five affordable-housing ordinances not inconsistent with master plan, designates Franklin Boulevard for redevelopment

The Planning Board unanimously voted to determine that five borough ordinances implementing the township's fair-share (fourth-round) plan are not inconsistent with the master plan, completing a step in the ordinance-adoption process.
Planning director Mark Dancy summarized the background: the township's fair-share plan was submitted to the state program, went through mediation and review, and the township successfully limited the number of objector-proposed projects included in the plan. He told the board the one additional site added at the judge's insistence was the Dunbar Homes site on Route 27, a redevelopment of an underutilized shopping-center parcel proposing 55 units at an eight-units-per-acre cluster density with 20% of the units designated affordable (11 affordable units and 44 market-rate units).
"That's 55 extra units and of course the units that we have in excess carry over to the next 10-year plan," Dancy said, explaining the site was judged appropriate and consistent with surrounding cluster-residential zoning. The board then took separate votes on each ordinance (as required), moving and seconding each motion and recording unanimous roll-call votes. The ordinances voted on included 4489-26, 4490-26, 4491-26, 4492-26 (each establishing inclusionary zoning districts) and 4493-26 (designating an area in need of redevelopment at the Franklin Boulevard site).
Board members asked a handful of clarifying questions about Dunbar (how many of the 55 units are affordable) and were told Dunbar is a 20% affordable project (11 affordable units). After separate motions and roll calls for each ordinance, the board chair recorded unanimous "yes" votes for each item.
By rule the board's finding that the ordinances are not inconsistent with the master plan moves the process forward to the governing body for final action and implements the township's fair-share housing strategy as presented to the state program.
