ABC Unified board approves continuation-education policy, updates Foundation policy and accepts arts report

At its Sept. 17 meeting the ABC Unified School District Board of Education approved a set of policy and administrative actions that affect alternative education, district–foundation relationships and arts programming oversight.
The board voted to adopt revised BP/AR 6184 addressing continuation education and the role of Tracy High School. District staff said the policy limits enrollment at Tracy to students who are 16 or older at the time of enrollment and described a pathway that reduces elective-credit requirements so students in the continuation program can catch up (staff discussed a 190-credit graduation pathway for Tracy students). "This new BP 6184 is really to address continuation education in ABC unified," Dr Castro said during the presentation.
Trustees also approved revised Board Policy 1260 to update language governing the Education Foundation's use of the district’s or a school's name, team name or logo and language related to release of student records or other personally identifiable student information. Board discussion noted staff and foundation representatives had been consulted in developing the update.
On administrative and compliance matters the board ratified a candidate-statement option requiring candidates running for the Board of Education to pay for statements with a 200-word limit for the posting currently in place and agreed to consider a 250-word limit for future elections. The board approved a tentative agreement with management/confidential employees addressing duty-year calendars for 2024–25 and adopted Resolution 245 certifying compliance with Education Code Section 60119 that instructional materials are available at school sites; staff reported that the LA County Office of Education conducted an on-site check at Aloha Elementary and confirmed compliance.
The board also received the required 2023–24 Arts and Music in Schools annual report under Proposition 28. Staff explained reporting requirements, including that at least 80% of Prop 28 allocations must be spent on personnel, and trustees asked for additional school-level detail about how funds were used and what new programming was added.
All motions on these items passed by the board without recorded opposition (voice votes noted as unanimous). Trustees directed staff to provide follow-up details on the continuation-education rule changes and school-level uses of Prop 28 funds.
