On its second reading the council voted unanimously to adopt Ordinance 03-2026, which repeals and reenacts Chapter 6 (Emergency Management) of the municipal code to update definitions and statutory references, as summarized by Interim City Administrator and Public Works Director Justin Barren. The motion carried on a roll-call vote of 10–0.
