Clement Gumberry of engineering firm LJB told Greenville City Council that Wayne Healthcare seeks rezoning of seven parcels into a single special‑use district to create a contiguous zoning designation that would allow the hospital to expand parking. Gumberry said the planning commission approved the major site plan but made it contingent on the rezoning.
Gumberry described landscaping and screening plans intended to shield headlights from neighbors and said he brought multiple copies of drawings for council review. City staff told council that legislation prepared by Mr. Hammer will be presented at the next meeting so the council can act on the planning commission’s recommendation: a simple majority would accept the commission’s approval, while overturning the planning commission would require a 75% vote.
No members of the public spoke in opposition during the hearing; council did not act on the rezoning at this meeting and directed staff to prepare the ordinance for the next agenda. The council will consider the rezoning ordinance at a future meeting, at which point it may adopt or decline to adopt the change.
