Friendswood commission resists delegating plat and site‑plan approvals to staff

The Friendswood Planning & Zoning Commission on April 9 recommended that City Council not give the Community Development director sole authority to approve plats or routine site plans, while approving minor administrative changes to the subdivision and zoning ordinances.

Aubrey, Community Development staff, told the commission the proposed ordinance amendments (Appendix B and Appendix C) are intended to streamline plat and site‑plan processing, align local rules with state deadlines and offer applicants predictable timelines. "The primary change is authorizing the director of community development to approve plats in certain situations," Aubrey said, adding that the commission would still review master plans and that applicants may appeal director decisions to the commission.

Resident Chris Johnson, who identified himself as living at 36 Wilderness Trail, urged the commission to reject the delegation. "You're taking a public process that was once before this board… and making it a private and secret process that is only accessible through open records requests," Johnson said. He told commissioners that shifting approvals to staff would remove the public visibility the commission provides and asked them to vote no on the delegation items.

Commissioners acknowledged the efficiency benefits staff described but said public oversight and the opportunity for multiple sets of eyes on plans are also important. "I like the idea of streamlining, but I do like having the public discussion," Commissioner Phillips said. Commissioners expressed particular concern that, as Friendswood fills in and the amount of developable land shrinks, fewer "routine" matters will arise and more decisions will carry lasting local impacts.

After discussion, the commission moved and passed a recommendation to City Council opposing delegation of final approval authority to the director for plats and site plans while approving limited administrative changes and grammatical corrections to the ordinances. Commissioners stressed that appeals processes and council review of zoning changes would remain available under the proposed language as clarified in staff presentations.

What happens next: the commission’s recommendation will be forwarded to City Council for consideration. Staff said the changes were drafted to preserve design standards and only modify administrative procedures; any final action to change approval authority rests with council.
