Zoning administrator approves two-year extension for previously granted Yarovich variance

On March 12 Zoning Administrator Crystal Jacobson approved a two-year extension of time for the Yarovich variance (PLN22-0000510), extending the previously approved variance’s expiration to January 26, 2028.
Assistant planner Rebecca Lazardi explained the variance had been approved on Jan. 26, 2023 to allow a home expansion to sit 5 feet from the west side property line (instead of the normally required 15 feet) and 20 feet from the front property line (instead of 35 feet). The applicant requested the extension because of financing, architectural design, and construction planning delays; staff reported the applicant had been diligent and made no substantive changes to the approved variance, and staff recommended approval of the two-year extension. A condition was added per South Placer Fire District sprinkler requirements and the conditions’ numbering was updated.
Neighbor Ray Hammy of 7087 Willcox Place objected in writing and at the hearing, urging denial and arguing the original variance undermined neighborhood setbacks, harmed privacy and solar access, and did not meet the special-circumstances test. Jacobson stressed that the current hearing was limited to the extension of time (not to re-evaluate the 2023 findings), reviewed the applicant’s timeline and evidence of diligence, and concluded there were grounds to grant the extension. Jacobson approved the two-year extension; because public comment was received, a 10-day appeal period applies before the extension becomes final.
The extension keeps the previously adopted variance findings in effect while giving the applicant additional time to finalize plans and begin construction, subject to conditions in the updated staff report and the upcoming appeal period.
