Placer County grants two-year extension for Fulfur minor land division

Placer County Zoning Administrator Crystal Jacobson approved a second two-year extension of time on March 12 for the Fulfur minor land division (PLN19-000045), moving the tentative parcel map expiration to December 27, 2027.
Staff assistant planner Joe Plumbley told the hearing the original tentative map subdivides a 7.93-acre parcel into two residential lots (2.4 and 5.53 acres) and includes infrastructure improvements such as standardizing the Applegate Road encroachment and constructing a 20-foot paved shared driveway with a designated fire-safe turnout. Because the site lies outside public utility districts, each lot will rely on wells and on-site sewage disposal systems, Plumbley said. Staff reviewed the extension request against the previously adopted mitigated negative declaration (State Clearinghouse no. 202071) and found no new circumstances that warrant additional environmental analysis.
Plumbley said the applicant has been addressing an ongoing easement issue and improvement-plan reviews, and staff recommended approval while updating a few conditions of approval to reflect current traffic fees and the new timeline. No written public comments were received on the extension, and nobody testified at the hearing.
Jacobson opened and closed the public hearing, then adopted staff’s findings that no changes require further CEQA review and approved the two-year extension. Because there were no public speakers on this item, she waived the appeal period. The approval is subject to the conditions in the staff report and will allow the applicant to finalize improvement plans and process the final map so the project entitlements may vest.
The next step for the project is the applicant’s completion of final improvement plans and submittal of the final map consistent with the updated conditions; the county’s decision was administrative and may be appealed only if filed in the specified appeal window.
