Carlisle Borough Council voted April 9 to grant requested waivers and approve the Carlisle Area School District’s preliminary/final land‑development plan for a new middle school for grades seven and eight on the high‑school campus.
The motion, made by Councilor Shy and seconded by the deputy mayor, carried by voice vote. Council’s approval is conditioned on the developers entering a developer agreement that addresses staff comments and on final review by the borough manager and borough solicitor.
"Quite simply, time really matters in this one," Dr. Friend told council, describing the project as a 27‑month construction effort tied to a districtwide K‑to‑8 reconfiguration. He said the transition will affect approximately 3,600 students along with teachers and support staff and that the district needs to keep to a tight schedule so permits and construction can proceed.
Justin Dodie and district representatives said the high‑school campus was selected to create a cohesive secondary campus and to improve traffic flow; transportation details tied to a planned roundabout will proceed through PennDOT, the district said, and will not block recording the land‑development plan so construction permits can move forward.
Council members stressed the need for remaining conditions to be met and for the developer agreement to capture outstanding details. The council directed staff to continue working with district officials and to finalize the required documentation with the solicitor and borough manager.
Next steps: once the developer agreement and required documentation are complete and reviewed by the solicitor and borough manager, the district may record the plan and pursue building permits to begin the 27‑month construction schedule.
