The San Carlos City Council on April 14 approved a one-time appropriation of $12,870 from the general fund to Peninsula Volunteers so three San Carlos residents on the county wait list can receive Meals on Wheels for one year. The resolution passed unanimously by roll call.
Assistant City Manager Nyall Blackburn described the nonprofit's program and the need for short-term funding. "Peninsula Volunteers has been serving seniors in our community and throughout the county for 77 years now," Blackburn said, summarizing the organization's meals, adult day services and transportation programs. Staff told the council there are three San Carlos residents on a countywide wait list of 174 clients.
Blackburn said the Meals on Wheels program delivers meals five days a week and provides a welfare check for often-homebound clients; staff noted more than 60% of clients have incomes below the poverty level. The requested appropriation of $12,870 is a one-time, 12-month funding commitment intended to place the three San Carlos residents into the program so they can transition to county coverage as openings occur.
Council members who have volunteered with the program praised both the nutrition and the social-contact benefits of the deliveries. Council Member Rack asked what happens after one year; staff said attrition and turnover in the county program typically open slots and the residents are absorbed into regular county-funded service over time.
The council adopted resolution 2025-28 to appropriate $12,870 from the unassigned general fund balance to Peninsula Volunteers for one year of meal services for three wait-listed San Carlos residents.
