San Carlos council adopts 2025 strategic plan with new emergency preparedness and CAP update objective

The San Carlos City Council adopted the city's 2025 Strategic Plan April 14, agreeing to a set of goals and a work plan that emphasize climate resilience, mobility improvements and clearer community engagement. The resolution passed on a unanimous roll-call vote after a presentation from Assistant City Manager Nyall Blackburn.
"Staff is recommending that the council adopt the 2025 strategic plan," Nyall Blackburn said, describing the document's mission, vision, core values and the attached work plan of tasks and dates. Blackburn told the council the plan is reviewed annually and that staff will provide periodic updates on progress.
Key changes highlighted in the presentation and subsequent council discussion included adding an objective to "prepare for emergencies and engage and educate the community about emergency preparedness and response," and a new requirement to update the city's Climate Action Plan (CAP) by 2028 after the 2045 General Plan environmental review identified greenhouse-gas impacts. Blackburn told the council the CAP update is needed because of projected development impacts identified in the general-plan EIR.
Council members asked for clearer performance metrics and public reporting. Council Member Leighton asked whether the dates in the work plan represent target completion dates; Blackburn said the listed dates are the dates staff expects tasks to be completed. Multiple members asked staff to track and report grant applications and awards tied to the strategic goals; staff said grant activity will be included in department metrics and could be summarized in council newsletters and follow-up reports.
The plan also adds mobility and infrastructure items, including a traffic-signal master plan and a commission to explore financing and phasing for downtown improvements. Council asked staff to pin down a numerical PCI target (Blackburn said staff would select a target between 65 and 70 and reflect it in the work plan).
The council voted 5-0 to adopt resolution 2025-27 to approve the 2025 Strategic Plan. Council asked staff to return with regular updates on metrics, grant activity and progress on major efforts such as the CAP update, the downtown specific plan and the traffic-signal master plan.
