District says HVAC and lighting upgrades nearly complete at first Measure S schools; committee asks for site schedules

District staff provided an implementation update on Measure S projects, reporting that upgrades at four schools are substantially complete and that commissioning and programming will continue through August and into September.

Nick (district staff) described recent HBAC/HVAC installations: split heat-pump classroom units, ground-mounted condensers and rooftop condenser work where required, temporary power at sites pending delivery of distribution panels, and associated controls and commissioning. He said the installations use electric heat pumps in classrooms (replacing gas-fired systems), with some larger package units (gyms, kitchens) remaining gas-fired where like-for-like replacement was required. He emphasized energy-management upgrades (zone controls, occupancy sensors, daylight harvesting) and the rollout of LED retrofits and roller shades/window tinting at multiple campuses.

On the schedule, staff said two schools had startup and commissioning underway and that the first four schools should be fully commissioned and signed off by September. The district is preparing architect selections for the next increment (Kennedy, Orion, Clifford) and expects to present architect approvals to the board in early September.

Committee members asked for more visible project timelines by school (completed, in-progress, scheduled) and asked staff to post the facilities master plan publicly; staff confirmed the plan was attached to the board item and would be posted. Members also discussed multi-year contract values vs. period expenditures and asked that tables clarify 'contract amount' versus period spending so readers are not misled.

Next steps: staff will provide a school-level project schedule in future updates and post the facilities master plan to improve public access.
