The Aurora Planning and Zoning Commission on Wednesday approved three land‑use actions aimed at developing a vacant lot with a small credit union and clearing the way for industrial zoning at a nearby annexation.
At a virtual meeting March 11, the commission voted 7‑0 to grant a conditional use allowing a drive‑thru in the mixed‑use corridor (MU‑C) for the Metro Community Credit Union proposal and to approve the accompanying 3,000‑square‑foot site plan for a 1.28‑acre parcel at the northwest corner of South Chambers Way and East Quincy Avenue. Commissioners also voted 7‑0 to recommend to the City Council that a separate 2.5‑acre voluntary annexation petition be initially zoned I‑1 (business/tech) following staff’s finding the zoning is consistent with the Aurora Places comprehensive plan.
City planner Ben Bravenick, the case manager for all three items, told the commission that staff found the credit‑union project met the unified development ordinance approval criteria after design revisions. Bravenick said the applicant altered facades to provide human‑scale frontage, removed previously proposed synthetic stucco panels in favor of permitted masonry, and submitted an operations plan with hours of operation and staffing levels. "The proposal complies with the approval criteria," he said, recommending approval of the conditional use under UDO section 146‑5.4.3.8.3 and approval of the site plan subject to resolution of outstanding technical issues prior to recordation and building permits.
Jason D. Young of Proof Civil, speaking for the applicant team, described the landscaping approach and said plantings were selected to minimize turf and use drip irrigation to reduce water demand. "One of the key objectives was minimization of turf or anything that would require spray irrigation," Young said, noting the design relies on drought‑tolerant shrubs and drip systems.
Commissioners praised staff and the applicant for addressing community concerns and for using landscaping and design to buffer nearby residential areas. Several commissioners said the project would put a long‑vacant parcel to use and extend neighborhood services. Chair Walls and commissioners noted the drive‑thru lane is internal to the site and away from residential districts, a requirement of the MU‑C conditional use standards.
On the annexation, Bravenick presented a voluntary petition from Topios LLC to annex roughly 2.5 acres and initially zone it to I‑1 business/tech. He said the site is currently Adams County A3 and abuts Aurora municipal boundaries and existing I‑1 zoning. Commissioners asked whether Aurora Water would review any future development; staff confirmed Aurora Water will review utility impacts at the development stage. Rob Gonzalez, a realtor and nearby property owner who spoke during public comment, said he and neighboring property owners support annexation and I‑1 zoning.
Commissioner Hogan moved the recommendation for initial I‑1 zoning; Commissioner Riley seconded. The commission’s recommendation to City Council was approved 7‑0. Bravenick noted the annexation itself and any future development will follow separate processes at the council and civil‑engineering review stages.
