The City Council on April 13 denied a request that would have permitted outdoor display of merchandise at 27675 Grand River Avenue after residents and council members raised safety and obstruction concerns.
Great Lakes Pawn requested a waiver to allow outdoor display in front of the store. Planning staff and the applicant said displays would be limited to the area under an awning and that items would not be left overnight; the applicant said they were seeking bids to repair the parking lot and enclose the dumpster.
"There's always stuff out there. There's stuff on the other side of the sidewalk. It's never brought in," resident Nicole Masters told the council, saying items were left on the sidewalk at all hours and raising safety concerns for pedestrians.
Council members pressed staff and the applicant about enforcement. Planning staff said ordinance-enforcement officers would routinely monitor the site and could cite violations; council members said the photos shown at the study meeting included items placed on the right-of-way (grass) and on sidewalks.
On the roll call, the motion to approve the waiver failed six to one; the council therefore denied the waiver, leaving current code restrictions and enforcement authority in place.
Outcome: Waiver denied (motion failed 6–1). Staff said routine inspections and ordinance enforcement remain available to address on-site violations.
