Council receives Measure P/S report and approves interim city manager; also OKs police vehicle purchase

At the Dec. 2 meeting council received the Measure P/S annual report summarizing pavement condition improvements and oversight committee findings. Oversight committee chair and staff reported measurable gains in pavement condition indexes and stressed the need for continued investment as previously resurfaced streets approach the end of their treatment cycles.
On the consent calendar council approved purchase of four Ford police interceptors (total $235,571.4) after a brief council question about staggering purchases to smooth budgets. The vote was unanimous.
Council also unanimously approved an interim city manager employment contract with Lou Bowman, an annuitant limited to 960 hours of service in a fiscal year; Bowman is scheduled to begin Jan. 1, 2026 as interim manager while the council completes a permanent recruitment plan.
Public comment included questions about earlier street closures and requests for staff to provide agenda documentation for prior actions; staff said they would follow up with documentation. The council also discussed coordination with utility providers to limit damage to recently repaired streets and noted draft street‑opening/permit ordinance work forthcoming.
