East Grand Forks closes arenas as renovation moves into construction phase

City Administrator Mr. Hutton told the East Grand Forks City Council on April 7 that the civic center and VFW arenas are closed "for the foreseeable future" because bid package one of the arena renovation—largely the ice plants and arena floors—has begun and contractors were removing arena boards in preparation to remove the concrete floor.
"The civic center and VFW arenas are closed for the foreseeable future. That is due to the project starting bid package one... contractors were at the VFW last week removing the boards from the building in prep for starting to take the concrete floor out," Mr. Hutton said.
He said bid package 2 recently closed and construction engineers were reviewing responses; staff expect to bring those results to the April 14 work session for council consideration and to request approval at the following meeting. The city previously issued a notice indicating both arenas would be unavailable while floor and plant work proceeds.
Separately, Mr. Emory reported the city was waiting on authorization from the Federal Highway Administration before it could advertise for bids on a related project requiring MnDOT concurrence. Mr. Gad made a brief comment referencing an attorney fee in an apparent aside; the remark prompted no formal action.
Next steps: staff will present bid package 2 results to the April 14 work session and return to the council for a procurement decision; the city will publish schedules and alternative facility information as available.
