Populus Tapas and Bar disciplinary and premises-alteration matters rolled to April as owner seeks permits confirmation

The Chelsea Licensing Commission on March 19 continued both a disciplinary public hearing and a premises‑alteration application for Lama Entertainment LLC, which operates Populus Tapas and Bar at 11 Everett Avenue.
Attorney Jeffrey Rosario Turco, representing Lama Entertainment, said the company pulled permits three years ago for sprinkler and other work and that the fire department issued a March 12 report finding the premises in compliance. Turco requested the commission bifurcate or continue the disciplinary matter so the alteration application could proceed through the Alcoholic Beverages Control Commission (ABCC) process without delay.
Commissioners discussed the need for an independent review from the Inspectional Services Department (ISD). Chair Mindy Macalpine said Mike MacIntyre (an ISD representative) must recuse from this specific matter and requested written confirmation from an ISD official other than MacIntyre before approving plans. Sergeant Star Chong confirmed police had requested and received some video evidence and that officers have been working with the business on camera-system upgrades.
After discussion the commission voted to continue the disciplinary hearing and roll the alteration application into that continuation so all parties could appear and provide documentation at the April meeting. The commission directed the applicant to provide evidence of permits and a written statement from ISD (from an officer not recused) that there are no objections before any license conditions are changed or restored.
