CRA approves Resolution 5-26 to amend FY26 Sierra budget, adds $860,007 for local projects

The Cape Coral City Community Redevelopment Agency on March 11 approved Resolution 5-26, amending the fiscal‑year 2026 Sierra budget to recognize 2025 carryforwards, adjust for a final adopted millage and add new project appropriations.
Nicole Rattler, budget administrator for Cape Coral City, said the amendment recognizes an adopted millage of 5.1471 (down from 5.2188) and increases the Sierra budget by $860,007.20 (about 11.5%), bringing the total to $8,315,009.21. "This amendment recognizes change in revenue to reflect the final adopted millage rate...and recognizes an increase in budget of $860,007.20," Rattler said.
Rattler told commissioners the amendment includes $921,000 of encumbrance carryforwards and other end‑of‑year adjustments, a reduction in transfers in from the general fund for the tax increment financing portion, and project allocations rolled forward from FY2025. The presentation listed project additions including $120,000 for Beverly Square sidewalk from Cape Coral Parkway East to the Bimini basin and restaurant, $23,000 for Founders Park Captain's Walk waterfront access, $300,000 for parking‑lot improvements at Iguana Maya, and $199,000 for improvements to the Palm Tree Public Square property adjacent to the old golf course.
Commissioners moved to approve the consent agenda with Item 3 (the budget amendment) pulled for discussion. After Rattler's presentation the CRA voted to adopt Resolution 5-26; the motion passed (roll call requested; vote recorded by the city clerk as motion carried).
The amendment directs the CRA to appropriate $642,000 (plus previously noted encumbrances) to the projects identified in the presentation; staff said more detailed procurement steps will follow and some projects may return for council or CRA approval depending on procurement thresholds.
Next steps: staff will implement the budget amendment and proceed with procurement and design work for the identified projects. The CRA will present certain construction procurements and contracts for approval if they exceed procurement thresholds.
