Resident asks commission to continue noise case against Torito Lounge as soundproofing remains incomplete

William Kaufman, a resident at 14 William Street (part of the condominium above 73 Winnisimmet Street), told the Chelsea Licensing Commission on March 19 that soundproofing work for Torito Lounge remains unfinished and asked the commission to continue the matter to allow construction to be completed.
Sergeant Star Chong, Chelsea Police Department, reported that two noise complaints were called in Feb. 13 and Feb. 15 but were unfounded from the street. Police have conducted outreach to the building owner, are monitoring the site, and said the owner appears to be acting in good faith, has installed some new equipment and plans a decibel meter to help align responses to complaints.
Kaufman said the basement DJ area remains the most problematic location for noise transmission to residential units, and condo residents are optimistic but want verification that mitigation is complete before the license is fully restored. Commissioners agreed to continue the public hearing to a future meeting to check on soundproofing progress and any additional police evidence.
A motion to continue the noise-complaint hearing was made and carried by voice vote. The commission asked police and building staff to report back with updates and evidence of completed mitigation prior to the next hearing.
