The Springfield Municipal Regional Planning Commission took several actions April 2 related to the Summit View development.
Staff said the developer completed a portion of the required infrastructure for Summit View Phase 1 and recommended a performance bond reduction to reflect satisfactorily completed work while leaving a remaining bond to guarantee outstanding improvements. The commission approved the bond renewal and reduction.
Commissioners then reviewed an amended final master development plan that incorporates Phase 2. Staff recommended approval contingent on addressing a short list of staff comments (clarify parcel identifiers, minor landscaping verbiage changes, label contours/topographic elevations and finalize sewer lateral locations). A motion to approve carried with one abstention; the abstaining commissioner said he had an ownership connection.
Finally, the commission considered the Summit View Phase 2 preliminary plat. Staff found the plat consistent with the amended final master plan and recommended approval contingent on resolution of the few outstanding comments. The commission approved the preliminary plat; staff noted final recording and building permits will await infrastructure acceptance or a performance bond.
The actions advance Summit View toward additional construction and subdivision steps but leave final infrastructure acceptance and recording dependent on completion or bonding of remaining work.
