Kent County adopts amendment to extend water and sewer service to Everton warehouse site

The Kent County Board of Commissioners voted to adopt Resolution 2026-09, amending the county’s 2018 comprehensive water and sewerage plan to include the Everton warehouse site (Map 31, Parcel 6) within the Millington water and sewer service area.
Public Works Director Dan Madsen summarized the amendment and told commissioners the proposal would “include the entirety of that property, extending across Route 301 into the water and sewer service areas.” He said the change aligns with zoning approvals made last year and has been submitted to the Maryland Department of the Environment; he described MDE’s comments as administrative rather than substantive and said the county can comply without changing the substance of the amendment.
The notice of the hearing was published in the Kent County News on April 16 and April 23, 2026. No members of the public signed the testimony log or spoke at the hearing. After a brief staff presentation and the opportunity for comment, Commissioner John F. Price moved to adopt Resolution 2026-09; the motion was seconded and approved by voice vote.
Madsen noted that the county and the Town of Millington executed an agreement on Feb. 24, 2026, allocating 34 equivalent dwelling units of existing sewer capacity to support the project. He also said future development within the amended service area will remain subject to wetlands regulations and other development controls.
The commission’s action formalizes the county map and will be reflected in the comprehensive water and sewerage plan. The resolution was adopted at the May 5 meeting; county staff indicated the amendment file will remain available for public inspection at the Department of Public Works (Water and Wastewater Division).
