Kent County commissioners concur with workforce board MOU; no county funds requested

Elena Franke, executive director of the Upper Shore Workforce Investment Board, asked Kent County commissioners to concur with a mandated memorandum of understanding and an accompanying resource-sharing agreement required by the Governor's Workforce Development Board policy. Franke said the documents define how partners such as the Maryland Department of Labor, the State Department of Education, the Division of Rehabilitation Services, the Department of Social Services and Chesapeake College coordinate services and share in-kind and financial contributions.
"We're not asking for any funds from the county," Franke said, asking only for the commissioners' concurrence with the MOU. She described the documents as foundational to delivering workforce training, industry-recognized credentials and employment services funded in part through the Workforce Innovation and Opportunity Act.
Commissioners asked no substantive questions and, when a motion was moved and seconded, voted unanimous approval to concur with the MOU. Franke said partner agencies had already indicated concurrence and that the agreement provides a transparent framework for shared contributions.
The concurrence is administrative: it does not obligate new county spending and serves to document county participation in the regional workforce system and access to related training funds.
