Director Bond said the change will remove duplicative hearings that occur after preliminary plat conditions are satisfied; the planning commission had unanimously recommended approval.
Opportunity zone nomination: The council approved a resolution authorizing staff to prepare and submit an Opportunity Zone nomination for Census Tract 923 (Bethel corridor into Port Orchard UGA). Director Bond said the designation is intended to encourage investment in areas eligible under federal Opportunity Zone rules; Council member Dedmon raised concerns about potential speculative pressures and impacts on homeownership.
Fleet retention: Council approved a resolution to retain ER&R vehicle #1012 (a 2011 Ford Escape) rather than surplus it. Director Ryan said a mechanical review found the vehicle serviceable with roughly $800 in needed repairs and estimated it could remain useful for up to five years; the resolution expands the fleet and incorporates an $11,000 annual ER&R contribution and roughly $8,600 in annual maintenance costs into planning.
Contract amendment: The council approved Amendment No. 1 to contract C088‑25 with Transpo Group Inc., adding $30,800 for additional design, topography and permitting tasks to complete 100% design for the Southwest Old Clifton Road and Anderson Hill Road intersection improvements.
Minutes and consent items: Council addressed a request to amend April 21, 2026 minutes; after debate about whether to use action‑only minutes the proposed language change failed for lack of a second and the minutes were approved as presented. The amended consent agenda and other routine items were also approved.
What this means: The actions streamline subdivision processing, move several transport and utility projects toward construction, solidify fleet planning in ER&R, and authorize staff to pursue a federal Opportunity Zone nomination.
