Planning commission backs rezoning of Rosewood Drive parcel to residential RM2 despite neighborhood concerns

The Planning Commission voted to recommend rezoning the property at the 1700 block of Rosewood Drive from NAC (neighborhood activity center) to RM2 (residential mixed), noting the airport safety overlay remains in force.

Staff said the request would create an island of RM2 zoning adjacent to existing NAC zoning but was not inconsistent with neighborhood plans or the comprehensive plan; the airport overlay would continue to limit height and impose other protections. Commissioners discussed density, parking requirements in RM2 (1.75 spaces per multifamily unit) and neighborhood compatibility standards. Staff estimated the site could yield roughly five multifamily units under base RM2 calculations but noted parking and other standards could reduce that number.

Several neighbors — including Charles H. Leser and Dr. Kristen Booth — described narrow streets without sidewalks, insufficient parking and driveway/grade concerns that would complicate safe access. "If there is not adequate parking in this development and if the entrance and exit is not further on down away from where the planting median is, it's going to make it very undesirable for student rentals," Charles Leser said.

Despite public opposition, the commission voted in favor of recommending rezoning. The roll‑call recorded in the hearing was: Mr. Brabbom Yes; Mr. Cosy Yes; Mr. Cook Yes; Mr. Foster Yes; Mr. Hulcom No; Mr. Osorio Yes; Mr. Con Yes.

What happens next: A recommendation by the commission will be forwarded to City Council for final decision on the rezoning application.
